EQ users are part of EQ user groups, where user groups specify a list of permissions that can and cannot be performed by all users in that user group.
The lock and unlock command is an option that can be removed from a user group, meaning only some users can access it. It will be disabled (greyed out) for other users. For full details read the article User Groups where you can select access permissions.
The entry that should be removed from a User Group to prevent access to lock or unlock a quote/order is called Quotation/Order (Lock/Unlock). Within User Groups, this option should be removed from the Access button.
In the screen below, showing Access for the user group "Standard" the Lock/Unlock option is on the available list on the left. This means that users in the group cannot lock or unlock quotes/orders. To change this use the Add -> button. Options on the right are permitted.
